How It Happens
Nigerian carriers are permitted to recycle phone numbers that have gone inactive for a period of time. When a number tied to a crime — fraud, kidnapping, threats — gets reassigned, law enforcement can trace it straight to whoever holds it now, regardless of when they got it or what they had to do with the original activity.

2020 · Delta State
A Delta State trader detained for ten weeks by the Department of State Services after activating an MTN SIM that had previously belonged to the daughter of a former Nigerian president.
He had no connection to her at all, only the misfortune of being issued her old number. He later sued and was awarded ₦10 million in compensation by a federal court, a rare case where the harm was formally acknowledged.

Her network provider confirmed she had no connection to the earlier activity.

She had to pay ₦120,000 before she was released.
Why the Current System Can't Fix This
Carriers track number reassignment internally, but that history isn't visible to the new owner, to law enforcement making a fast decision, or to anyone else who might need it.
